Although a resolution calling for the restoration of YouTube
in the country was passed with a unanimous vote in the National Assembly on
Tuesday , some lawmakers believe this will accomplish nothing in the soil.
" A resolution not tied into the government , "
said former law minister Senator SM Zafar talking to The Express Tribune .
Zafar added that resolutions have no legal or constitutional
value but are important in parliament since they are passed to elected representatives.
"Our history is that resolutions are passed and then
are thrown into trash can ."
Shazia Marri MNA of Pakistan Peoples opposition Fun (PPP )
had moved a resolution that says " This House is of the opinion that the
Government should take steps to raise [ the ] ban on YouTube" .
As the subject was it related to each member, there was no
vote against it and was passed unanimously .
YouTube had been blocked on September 17, 2012 after a clip
sacrilegious grow in prominence. The clip drew sharp reaction from much of the
Muslim world. Pakistan along with Afghanistan , Bangladesh and Sudan had
blocked the site. While threats to block forced to censor YouTube video in
Indonesia and Saudi Arabia. Took an injunction to block the Brazil video.
Earlier, a Senate committee on Human Rights has also adopted
a similar resolution that seeks removal of ban on video sharing website.
The record of the National Assembly resolution to lift ban
on YouTube was 47 . The first resolution was passed on June 16, 2013 which
condemned terrorist attack concentrating on Pier E Azam Residency in Ziarat .
How to be a resolution introduced at home
The Rules of Procedure and Conduct of Business in the
National Assembly 2007 defined the entire process for introducing resolutions in
the house.
" A resolution must be in the form of a statement of
opinion or recommendation , or convey a message , or order , or impulse action
request, or call attention to a matter or situation for consideration by the
government, or such other form as the Speaker may consider appropriate. "
There are guidelines on the content of a resolution too.
" He will go no (one) contains arguments , inferences , ironical
expressions or defamatory statements (B ) refers to the passage nor the
character of a person but in his official and public capacity (C ) discussion
of increase is detrimental to the public interest (D ) has a reflection in a
supreme court judge and a supreme court or any subordinate court or ( E)
relates a case which is pending before the court. "
A private member, that resolution is submitted in their
personal capacity , have to give seven days notice and resolution. After
passing through the scanners and fixed procedures are presented before the
house for approval.
Rule 169 reads as "( 1) IN the conclusion of the
discussion , he will make the decision or, as the case may be, amended the
resolution to a vote of the House and if passed the House , a copy will be
forwarded to the Division concerned himself . ( 2) The Division concerned shall
inform the House that the action took the decision within a period of six
months from the date of communication by the Secretariat of the Assembly.
